How long does a felony stay on your record?

My son Antonio #894352 is paranoid schizophrenia and has been on medication since 2002.Now that he is in your facility, he is not housed in the medical ward nor on his is meds. Upon arrival 1 yr. ago L.A.transported him with his medication. Why is he not on his proper medication and why is he not housed in the proper facility?
